100 Days Until Election Day

Just over a week ago, I completed my first 100 days working as the Acting Mayor of Schenectady and thanks to you, it’s been a tremendous success.

- We’ve expanded intergovernmental cooperation, saving nearly $18,000 this year on summer payroll by partnering with the County and City School District and brought in more than $100,000 in revenue through an agreement Rotterdam to handle sewage treatment.

- We’ve made government more responsive through an “Open Door Policy” in the Office of the Mayor, where I have personally responded to or directed to department heads more than 100 calls a day, established a series of “Community Meet & Greets” and implemented a new Code Enforcement Neighborhood Initiative that goes into all of the neighborhoods focused on improving the quality of life throughout the City.

- We’ve put into place innovative new programs such as the Recyclution, a program developed to raise public awareness of the importance of recycling which could potientially save thousands of taxpayer dollars a year and established the City Volunteer Corps which enrolled Schenectady in the “Cities of Service” program and initiated volunteer events where residents and city employees worked side-by-side on projects.

Over the last several years under Democratic leadership, we’ve brought in hundreds of millions dollars in new investment, created thousands of new jobs, and rejuvenated the downtown. Nine More Buildings To Receive Façade Improvements

The unified economic development team put in place by the new Democratic Majority on the county Legislature in 2004 continues to produce results. The Metroplex Development Authority recently announced that nine more buildings in downtown Schenectady will undertake façade improvement projects, bringing the total number of building owners that have used the downtown façade program to 101.

“The County is proud of our efforts to redevelop downtown Schenectady,” said Susan E. Savage, Chair of the Schenectady County Legislature. “These nine projects are key to continuing the momentum that is transforming the appearance of downtown Schenectady and the entire County.”

The nine projects represent a $230,000 investment from Metroplex which will be matched on a dollar-for-dollar basis by property owners. Since the program started, the private sector match has exceeded Metroplex’s contribution by a 2 to 1 margin.

Congressman Tonko annouces federal grant to boost Schenectady High School's graduation rate

Congressman Paul Tonko recently announced that the U.S. Department of Labor has awarded the Schenectady School District and Schenectady High School a $6,270,000 million grant through the Department’s Mentoring, Educational, and Employment Strategies to Improve Academic, Social and Career Pathway Outcomes grant program.

“This is an important grant for Schenectady High School, which will help create a learning environment that will help get students on the right track,” said Congressman Tonko. “Schenectady High has come up with an impressive plan to improve it’s graduation rate, and deal with the family and social issues which have impacted student performance. I am committed to continuing my partnership with the Schenectady School District to ensure that all students have the chance to learn and succeed.”

The district has developed a plan in concert with the community to address problems including how to improve the graduation rate. The highlights of the plan that will be funded through this grant include:

•A freshman academy for incoming 9th graders
•The addition of a digital academy in a satellite location to relieve overcrowding at the high school campus
•Anti-bullying programs and school climate initiatives to improve student behavior
•Counseling and mentoring for at risk students
•College and career exploration programs
•Employment opportunities that would allow students to earn money and avoid gang involvement

Gary McCarthy Becomes City Council President

City Councilmember Gary McCarthy, following his recent reelection, was elected President of the Schenectady City Council. McCarthy set forth a bold agenda in his swearing in remarks. Read an excerpt below:

"There are many good and great things happening in our community. Over the last five years we have seen the re-birth of our downtown. Our community investment in Proctor’s Theater has created the premier regional arts and entertainment venue. Business leaders such as Angelo Mazzone, the Mallozzi Family, Neil Golub & the Golub Corporation, David Buicko & the Galesi Corporation and most importantly GE have joined with many others who now see Schenectady as the place to do business. Something that many said would not or could not happen. This has taken time, money, people & government working together and most important putting the right people in the right place. Downtown Schenectady is a model of urban revitalization for other communities to look at and try to emulate.

"I know, as do the other leaders in this room and our community that to continue this re-birth we must expand our efforts into our neighborhoods. This will require time, money, people & government working together and most importantly….putting the right people in the right place. We all know that owner occupied housing is the key to stabilizing and revitalizing our neighborhoods. We must be able to attract young middle class families to buy homes and live in our neighborhoods. But we must be fully aware and deal with the reality that when buying a home buyers view services at the city and county level as secondary considerations. Their first consideration is the school district.

"Today, I do not consider the Schenectady City School District a full partner in the revitalization of our community. We grapple with high school graduation rates that make us feel we are competing with third world countries, problem designations of our schools that overshadow the good programs and opportunities, and no discussion of educational excellence which was the label the district carried a few decades ago.

"Putting the right people in the right place is key to making the Schenectady City School District the full partner it should be in the re-birth of our neighborhoods. We as a city must support current community efforts to put the right people in the right positions within the Schenectady City School District. This May there must be a loud and clear message that things will change with the leadership of the district. The new leadership must be ready to assume the role as a full partner in attracting families to our neighborhoods to complement our economic development efforts.

"We, as city leaders must define and implement a plan of action to allow the goals and objectives in our 2020 plan to become a reality.

"In two weeks this council will consider a plan that will shift some of the property tax burden off owner occupied one and two family homes, we must look to create financial incentives to deal with high property taxes. We will identify 200 problem properties and actively track the city’s efforts to implement corrective actions. We will look to put in place measurable performance standards for city services (this includes but is not limited to the Police Department).

"There are many challenges we will need to deal with this year. Many may be imposed on us by our friends at the state level. We must look for ways to do things better, we need to deliver services cheaper and draw on and effectively utilize our residents and employees skills & talents to their fullest.

"Mr. Mayor, my fellow council members I look forward to working with you to continue to make Schenectady a great place to live and work."

Schenectady Democrats continue saving money with recycling

The Daily Gazette recently reported that the city of Schenectady has saved $40,000 this year due to increased recycling. A priority of both county and city Democratic officials has been to raise awareness of recycling programs and these efforts are clearly paying off by both protecting our environment and saving taxpayers money.

Working together still works for Schenectady County residents

Schenectady Mayor Brian U. Stratton has been selected by the national Association of Government Accounts (AGA) to receive its prestigious Distinguished Local Government Leadership Award for outstanding financial leadership and revitalization in the City of Schenectady. The AGA is a national trade association representing more than 15,000 government and private-sector financial management professionals.

"Working together works" is more than a slogan, it is the overriding philosophy of Schenectady County Democrats. In 2004, when Susan Savage became Chair of the Schenectady County Legislature and Brian Stratton became Mayor of the city of Schenectady, years of Republican mismanagement and lack fiscal accountability had left both governments in awful fiscal shape. The city of Schenectady was on was on the brink of financial collapse with a projected $10.2 million deficit and the lowest credit rating by Moody’s Investors of any municipality in New York State.

Working together, Schenectady County Democrats retooled the local economy and restored fiscal responsibility. With a new unified economic development team recruited by County Legislative Chair Susan Savage and led by Ray Gillen, Schenectady County began to rebuild the downtown and bring new jobs to the industrial parks in Rotterdam and Glenville. Chair Savage also started the first ever Committee on Intergovernment Cooperation which saved taxpayers throughout the county millions through consolidation and cooperation. Mayor Stratton brought responsiblity back to the city's budget.

“Schenectady’s achievements in fiscal management and economic revitalization are not the product of any single individual, rather the result of a true team effort,” stated Mayor Stratton.Click here for more news coverage.
